It is unconstitutional to impose TOLL TAX on any highways unless there is another road or proper way to reach the same place and that road where toll tax is being collected, has been constructed by a private body. This amounts to 'cheating the public' with a brazen shamelessness by the government. This is what the Indian Government has always been doing, latest being NH-8, Gurgaon.
